What happens when you get pulled over
The driver opens the link
It reached them by email or Telegram when issued, or you sent it via WhatsApp from your phone. They don't need to install anything or remember to download it before setting off.

The PDF downloads directly from our server, no password. The regulation requires it, and it means it doesn't depend on the driver's phone.

Three ways to do it. The fastest is a photo.
All three go through the same thing: the article 6 checklist, the PDF with its QR code and the one-year archive. What changes is how much typing you do.

From the form
Fields follow the order of article 6 and a checklist tells you what's missing and whose it is. Clients and registrations are learned automatically: the second document takes three taps to fill in.

You type /nuevo or send the photo to the bot. It asks what's missing, shows you a summary, and with a YES the document is issued and on the driver's phone.
Reading the delivery note pre-fills the form: it never issues anything by itself. Article 7 holds whoever signs responsible for what the document says, and that can't be left to a machine.

Every previous version is kept in full, with its PDF and the reason. An already-printed QR code still leads to the current version.

When is the DeCA mandatory?
From 5 October 2026, the control document must be issued in electronic format for domestic public road freight transport.
What does the driver need to carry?
The document on board. With El DeCA a link reaches their phone: they don't need to install any app or print anything, though they can also download the PDF.
Does the DeCA need an electronic signature?
No. None of the applicable regulations require an electronic signature for the DeCA to count as an administrative control document.
How much does El DeCA cost?
There's a free plan with 15 documents a month. The Sole Trader plan costs €9/month with 200 documents and the Professional plan €29/month with 500 and the cheapest overage rate.
Does it need to be integrated with an ERP or a TMS?
No. It works from your phone's or computer's browser, with no installation and no connection to any management system.
Can I issue the DeCA from a photo of the delivery note?
Yes, on paid plans. You take a photo of the delivery note or CMR with your phone, we fill in what's legible and you review it before issuing. Anything not written on the paper is left blank: no data is ever made up.
How does the driver use it without an account?
